Yes, the castle road is fully paved, just steep and full of hairpins. A 125cc scooter climbs it comfortably even with a passenger; a 50cc manages best with one rider. Go early in the morning or towards sunset to avoid the tour buses on the bends.
Honestly: in season, not easily. There are paid street spots and paid lots around Damlataş and the center, but they fill up fast; arriving early in the morning helps a lot. If your day is mainly beach and center, take a scooter or e-scooter instead and skip the search entirely.
